1.     About Heal Our People:

Heal Our People (HOP) is a local CSO established in 2021 and based at Mekelle. HOP is launching a new project, entitled “Strengthening Protection & Resilience for Displaced Communities in six IDP sites at Central Zone, Abiy Adi, Adwa, and Axum Weredas of Tigray” funded by the Ethiopian Humanitarian Fund (EHF). The project aims to strengthen protection measures, resilience, and dignity for internally displaced persons (IDPs), including women, through protection monitoring, vulnerability screening, and cash interventions.

To effectively implement the project, HOP is seeking qualified and dedicated professionals to join its team. The organization hereby announces vacancies for various positions essential to the project’s successful execution. These positions will play a key role in delivering survivor- centered, inclusive, and impactful protection services to conflict-affected communities in Central Tigray.

  • Vacant Positions
    • Job Title: Protection Officer

Number Required: 1

Job Location: Axum

Salary: As per the organization’s salary scale

Key Responsibilities

  • Protection Strategy & Coordination
    • Develop and implement comprehensive protection strategies in alignment with humanitarian and legal frameworks.
    • Coordinate multi-sectoral protection interventions, ensuring survivor-centered and rights-based approaches.
  • Collaborate with GBV, child protection, and legal aid teams to strengthen service delivery.
    • Monitoring & Reporting
      • Conduct protection risk assessments and develop mitigation measures.
      • Lead data collection and analysis to inform protection programming and advocacy.
      • Prepare timely reports on protection concerns, incidents, and response efforts.
    • Stakeholder Engagement & Capacity Building
      • Work with local partners, UN agencies, and community-based organizations to enhance protection mechanisms.
      • Train field staff on humanitarian protection principles, conflict analysis, and survivor-centered approaches.
      • Advocate for policy improvements related to humanitarian protection and access to justice.

Required Qualifications & Experience Qualifications:

  • A Bachelor’s degree/Master’s degree in Social Work, Psychology, Law, Human Rights, Gender Studies, or a related field.
  • Specialized training in Protection and Gender-Based Violence (GBV), Humanitarian Response, or Case Management is an asset.

Work Experience:

  • At least 3 for MA/MSc and 5 for BA/BSc years of progressive experience in protection-related roles within humanitarian or development organizations.
  • Proven experience in protection monitoring, and vulnerability screening .
  • Prior work experience with internally displaced persons (IDPs), refugees, conflict-affected communities, or vulnerable populations is highly desirable.
  • Strong expertise in coordination and collaboration with humanitarian actors, government agencies, and local stakeholders.

·          Familiarity with human rights frameworks, legal documentation processes, and cash-based interventions.

  • Demonstrated ability to handle sensitive cases confidentially, ensuring a survivor-centered approach.

Additional Skills & Competencies:

  • Language skills: Given the diverse nature of affected populations, staff should be able to communicate effectively in the local languages.
  • Cultural sensitivity: Humanitarian staff should be culturally sensitive and respectful of local traditions and customs.
  • Community participation: Protection activities should be designed in consultation with affected communities and involve them in the implementation process.
  • Accountability: Humanitarian organizations should be accountable to affected populations, ensuring that their needs are met and their rights are respected.

Key Responsibilities

  1. Protection Monitoring
  • Conduct regular assessments to identify protection risks such as GBV, child protection concerns, or access to legal support.
    • Monitor living conditions, security issues, and service gaps within IDP sites.
    • Document and report rights violations and protection concerns to relevant authorities or partner organizations.
    • Engage IDPs in participatory assessments to understand evolving risks and challenges.
  • Vulnerability Screening
  • Identify and assess high-risk individuals, including unaccompanied minors, elderly, persons with disabilities, and GBV survivors.
    • Develop individual protection plans to ensure targeted assistance for most vulnerable groups.
    • Refer vulnerable individuals to appropriate services, including healthcare, legal aid, and psychosocial support.
    • Coordinate with community-based protection networks to enhance local response mechanisms.
  • Cash Assistance for Coping Mechanisms
  • Conduct needs assessments to determine eligibility for cash-based interventions (CBI).
    • Facilitate cash distribution ensuring transparency, accountability, and safety.
  • Educate beneficiaries on safe usage of cash assistance to improve their livelihoods, access to essential goods, and protection outcomes.
    • Monitor impact of cash assistance, ensuring it leads to positive coping mechanisms and reduces vulnerability.
  • Coordination & Advocacy
  • Work closely with humanitarian actors, government agencies, and community leaders to strengthen protection efforts.
    • Advocate for policy improvements to enhance the safety and rights of displaced populations.
    • Support community mobilization initiatives to empower IDPs in self-protection and resilience-building.

Required Qualifications & Experience

To qualify for a social worker position in a general protection implementing team at the IDP level, candidates typically need:

Educational Qualifications

·          A bachelor’s degree/master’s degree in social work, psychology, sociology, or a related field.

  • Specialized training in child protection, mental health, or humanitarian response can be beneficial.

Work Experience

·          1 year for Master’s degree or 3 years for bachelor’s degree in social work, humanitarian aid, or protection services.

  • Experience working with internally displaced persons (IDPs), refugees, or vulnerable communities.

Key Skills

  • Strong communication and interpersonal skills.
    • Ability to assess and respond to protection needs.
    • Knowledge of human rights, protection principles, and social policies.
    • Experience in advocacy, referrals, and coordination with service providers

2.3 Position: MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer

Duty Station: Mekelle

Number Required: 1

Duration: 8 months, with possibility of extension Salary: As per the organization’s salary scale Key Responsibilities:

  • The MEAL Officer will play a critical role in ensuring effective monitoring,

evaluation, accountability, and learning across project activities, contributing to data- driven decision-making and program improvements.

  • Needs Assessment & Data Collection – Design and implement assessments to evaluate program effectiveness.
  • Reporting & Data Visualization – Prepare reports and create visual representations of findings for stakeholders.
  • Feedback & Accountability Mechanisms – Track and analyze community feedback to improve program impact.
  • Programmatic Learning & Development – Capture lessons learned and document best practices for future interventions.
  • Research & Analysis – Conduct secondary data analysis to support evidence-based programming.
  • Capacity Building – Train field teams on monitoring, evaluation, and data management techniques.

Qualification Requirements:

Education: Bachelor’s degree in social sciences, statistics, development studies, or related fields.

Experience: Minimum 1 year of relevant experience in monitoring and evaluation, data collection, or program assessment.

Skills: Strong analytical and reporting abilities, proficiency in data visualization tools, and experience in handling community feedback mechanisms.

Key Responsibilities:

The HRM Officer will support the human resources department in staff recruitment,

personnel management, and administrative coordination, ensuring efficient HR processes.

  • Recruitment & Selection – Assist in job postings, resume screening, scheduling interviews, and onboarding new hires.
    • Employee Records Management – Maintain and update staff files, contracts, leave records, and payroll documentation.
    • Policy & Compliance Oversight – Support policy development and compliance with labor laws.
    • HR Administrative Tasks – Provide clerical support, draft letters, and prepare HR-related documents.
